The Mumbai Metropolitan Region Development Authority (MMRDA) has initiated formal groundwork for what could become one of India’s most ambitious underground mobility programmes.

A public tender issued in October 2025 seeks a consultant to prepare the Techno-Economic Feasibility Report (TEFR) and Detailed Project Report (DPR) for an underground corridor connecting Worli → Bandra Kurla Complex (BKC) → Chhatrapati Shivaji Maharaj International Airport Terminal 2 (CSMIA T2).
The consultancy, valued at roughly ₹17 crore, carries a seven-month timeline — marking the first concrete step toward a city-wide subsurface transport grid.

Existing Underground Initiatives Already on Record

  • Orange Gate – Marine Drive Tunnel: listed on MMRDA’s project archive; connects the Eastern Freeway to the Coastal Road, easing congestion in South Mumbai.
  • Thane – Borivali Twin-Tube Tunnel: an 11.85 km corridor beneath the Sanjay Gandhi National Park, cleared by the State Wildlife Board (Oct 2023) and now in preparatory stages.
  • Airport Connectivity Study: Chief Minister Devendra Fadnavis has directed MMRDA to examine an underground link between BKC and the upcoming Navi Mumbai International Airport (NMIA) — a potential east-west express tunnel.

Clarifying the “70 km / Three-Phase Network” Narrative

According to multiple national media reports quoting MMRDA officials, the Authority’s long-term vision includes a 70 km underground tunnel network proposed in three phases:
Phase 1 (~16 km) Worli – BKC – CSMIA T2; Phase 2 (~10 km) east-west link between the Eastern and Western Express Highways; and Phase 3 (~44 km) a north-south corridor to integrate the city’s subsurface routes.

As of November 2025, only Phase 1 has reached the consultant-appointment stage through a public tender.
The other two phases are currently under detailed internal planning and feasibility review, with MMRDA expected to issue separate DPR and environmental-assessment tenders once alignment and geotechnical surveys are complete.
