What is “Mumbai 3.0”?
“Mumbai 3.0” is the popular name developers and media use, but the official term is Karnala–Sai–Chirner (KSC) New Town.
On 15 October 2024, the Government of Maharashtra notified 124 villages across Uran, Panvel, and Pen talukas (Raigad), covering 323.44 sq. km, as KSC New Town, and appointed MMRDA as the New Town Development Authority (NTDA).

Where is it located?
KSC New Town sits in the influence zone of the Atal Setu (MTHL) and the Navi Mumbai International Airport. Its location is designed to absorb growth linked to mega-infrastructure projects and expand the footprint of the Mumbai Metropolitan Region (MMR).
Why the buzz?
The State aims to channel urban growth into a planned, serviced, mixed-use township instead of unregulated sprawl. Focus areas include:
- IT/ITeS and knowledge hubs
- Logistics and warehousing
- Data centers and allied industries
- Mixed-use housing clusters
- Transit-oriented growth linked to new road and metro corridors

What’s Not Approved (Yet)
❌ No sanctioned Development Plan (DP) for KSC
❌ No Development Control Regulations (DCR) specific to KSC
❌ No official land pooling/acquisition scheme announced
👉 Meaning: There is no uniform FSI or blanket building permission in KSC today. Any such claims in advertisements are not backed by official documents.
The Road Ahead
The process under the MRTP Act will move in stages:
- Existing Land Use (ELU) Survey
- Draft Development Plan (DP) & Public Hearings
- State Government Sanction
- Final DCR & Implementation
This means actual on-ground development permissions will only be possible after the DP is sanctioned.
Hype vs. Reality Checklist
- “Mumbai 3.0” is branding; the legal entity is KSC New Town
- The only official approvals are the notification & NTDA setup
- DP & DCR are pending, so no blanket permissions exist yet
- Always verify with Govt notifications, MahaRERA numbers, and MMRDA updates
