Why the Buzz?

Ever since the Government of Maharashtra officially notified Karnala–Sai–Chirner (KSC) New Town in October 2024, the phrase “Mumbai 3.0” has dominated advertisements, brochures, and developer campaigns.

The notification covered 124 villages across Uran, Panvel, and Pen talukas (Raigad), spanning 323.44 sq. km, and appointed MMRDA as the New Town Development Authority (NTDA).

What’s Officially Approved


What’s Not Approved (Yet)

No sanctioned Development Plan (DP) for KSC
No Development Control Regulations (DCR) specific to KSC
No official land pooling/acquisition scheme announced

👉 Meaning: There is no uniform FSI or blanket building permission in KSC today. Any advertisement suggesting otherwise is not backed by government notifications.


Why So Many Ads Then?

  1. Speculative Marketing – Developers and brokers are capitalizing on the buzz to attract early buyers.
  2. Mixed Reality – Some projects do have genuine approvals under existing planning authorities (Collector NA order, sanctioned layouts, MahaRERA registration).
  3. Risky Claims – Others are simply agricultural land sales, marketed as “NA in process”.
  4. Misbranding – A few use the “Mumbai 3.0” tag even for projects outside the notified 124 villages.

Buyer’s Checklist: 5 Things to Verify

Before believing a “Mumbai 3.0 approved project” ad, insist on:

1️⃣ Exact Village + Survey Number (confirm it’s inside the 124 notified villages)
2️⃣ Sanctioned Layout / IOD / CC from the competent planning authority
3️⃣ MahaRERA Registration Number (mandatory for projects >500 sq. m or >8 units/plots)
4️⃣ NA Order under MLRC (for plots — without it, land is still agricultural)
5️⃣ Other Clearances – Environment, CRZ, or Forest where applicable


The Bottom Line

  • Mumbai 3.0 is real in concept → KSC New Town has been officially notified.
  • But approvals are limitedDP, DCR, and FSI frameworks are not yet sanctioned.
  • Invest with caution → Always verify RERA registration and official approvals before buying.
