Maharashtra has taken another significant step towards simplifying property registrations. The “One District, One Registration” reform is now live, allowing property documents to be registered at any Sub-Registrar Office (SRO) within the same district.
This change has wide implications for property buyers and sellers across Thane, Mumbai, and beyond.
What has changed?
- Mumbai pilot (from 17 Feb 2025): Citizens can register property documents at any SRO across Mumbai City & Mumbai Suburban, regardless of where the property is located.
- Statewide rollout (from 1 May 2025): The facility extended across Maharashtra, enabling registration at any SRO within the same district.
- Digital leap (4 Sept 2025): Maharashtra also launched e-registration for property agreements, allowing Aadhaar-based online registration, biometric verification, and digital execution without visiting an SRO.
What it means for Thane buyers & sellers
- In Thane district: You can now register at any SRO in Thane, not only at the office covering the property’s local jurisdiction.
- Cross-district registrations (e.g., Thane property at Mumbai SRO): Not permitted yet. This inter-district option is expected under the upcoming “One State, One Registration” phase.
- Resale transactions: Can be registered at any SRO within the same district.
- Builder-buyer agreements: If the developer offers the new e-registration system, the process can be completed entirely online.
What remains unchanged
- Stamp duty and registration fee calculations remain the same—based on the property’s location, ready reckoner (RR) rate, and document type.
- Document admissibility: Not all instruments may be eligible. Always confirm with the SRO whether your specific document type is accepted under the scheme.
Why this matters
- Convenience: Reduces dependence on one particular SRO, cutting queues and speeding up the process.
- Flexibility: Buyers and sellers can choose SROs with shorter wait times.
- Digital-first push: E-registration promises a major leap towards paperless property transactions.
Editorial Note
This is a landmark reform that balances physical and digital registration convenience. For Thane residents, the ability to register documents at any Thane-district SRO is already live. Mumbai, with its city-suburban common jurisdiction, continues to lead in implementation.
The much-anticipated “One State, One Registration”—allowing property registration at any SRO across Maharashtra—is expected in future phases.
